Bump toolchain to go1.25.5, misc fixes (#36082)

Backport toolchain change into 1.25. This is needed because of the
govulncheck issue
[present](https://github.com/go-gitea/gitea/actions/runs/19921920886/job/57112316941)
in the branch.
