py: Define EMIT_MACHINE_CODE as EMIT_NATIVE || EMIT_INLINE_ASM.

The combination MICROPY_EMIT_NATIVE || MICROPY_EMIT_INLINE_ASM is used in
many places, so define a new macro for it.
