Damien George 03f50d39da py/mpconfig: Enable MICROPY_PY_FUNCTION_ATTRS_CODE when marshal enabled. 
In case `MICROPY_PY_MARSHAL` is enabled manually.  Otherwise the marshal
module is not very usable.
