Angus Gratton d90aff5e13 esp32: Remove IDF-version-specific sdkconfig. ...

This reverts commit 27279e69b4
(plus removes some additional references to the
SDKCONFIG_IDF_VERSION_SPECIFIC CMake variable.)

Relevant sdkconfig options are added into sdkconfig.base now
that IDF >=5.2.0 is required.
