Fix #636 by changing the factory_base block definition to only ( #671 )
...
span shadow blocks for output types when the dropdown to
add/change/remove output types is changed. This way, we won't overwrite
existing blocks when loading from xml.

Make aria-levels 1-indexed. Allow pressing Enter to go down a level, and pressing Escape to go up a level. Add a guard against incorrect status message when reaching the top of the outermost level.
