Simplify two stage creation process.

Browse Source 
Remove "pre" object magic and use the parent class constructor
instead.  Remove deprecated PostCreate() call.  See
https://docs.wxpython.org/MigrationGuide.html#phase-create.

Load the XmlResource contents directly onto self.  See
https://docs.wxpython.org/MigrationGuide.html#xrc.
