01d0da517b Patch to fix several Py3 issues with wx.lib.masked. 
- string manipulation (string.* methods)
- type instance checking (types.StringType)
- unicode vs str comparisions
- string decoding not needed in py3k
- static methods: Validator_IsSilent()
- remove has_key and fixed + with list(dict.keys())
